The Powered Track is a vanilla Minecart track. RailCraft changed the crafting recipe, as shown below.
When powered, it speeds up any Minecarts that pass over it. When unpowered, it slows Minecarts. Three unpowered tracks will bring a Minecart to a complete stop.

how much do i need to put a track on flat land to keep the cart going

^^ oh and i have a few of the normal track left, but have run dry of iron, and i have very very little gold i've come across for the powe... -
it depends what type of cart with a player in it i think is every 70-80 blocks on flat land but thats just normal powered rails im not sure ab...

you mean the vanilla powered (gold) rail or the railcraft rail? the gold, vanilla rail should work regardless of version, but not all versions...
