Mycelium is a vanilla Minecraft block found naturally only in Mushroom Biomes. It spreads to dirt (with light level 9 and above), just like grass, however mycelium will not replace grass. Mushrooms spread quicker and will not uproot because of too high light level when planted on Mycelium.

In Tekkit it is used to make a TFBP for terraforming areas into Mycelium. It can be collected by using a tool with the Silk Touch enchantment or by crafting it with UU-Matter.
